We are seeking a Ship Trials Deficiency Management Specialist to support a major ship acquisition program in Mobile, AL. In this role, you will be the central point of contact for ship trials deficiency and trial card tracking, ensuring accurate, timely, and complete records in support of inspections, sea trials, and program decision-making. This position is ideal for candidates with Navy, Coast Guard, or shipyard test & trials / QA experience who want to leverage their operational knowledge in a shore-based, program-critical role.
Responsibilities include, but are not limited to:
- Administer TSM/ETC Systems: Manage and maintain the Technical Support Management (TSM) and Electronic Trial Card (ETC) systems. Ensure cybersecurity compliance, system readiness, and data integrity in accordance with government requirements. Coordinate with IT/security personnel to maintain system access, configuration, and accreditation.
- Manage Deficiency Records and Trial Cards: Oversee the full lifecycle of deficiency records and trial cards, from creation through closure. Support inspection and test events, including pre-trial, trial, and post-trial phases. Track Corrective Action Requests (CARs) and post-trial deficiency resolution to ensure timely and accurate closure.
- Own Data Management and Reporting: Develop, maintain, and transfer ship-specific deficiency data across stakeholders. Generate weekly program, technical, and financial status reports. Produce trial card summaries and metrics-based performance reports to support management reviews and decision-making.
- Support Inspections, Trials, and Reviews: Provide direct support to INSURV and OPC PRO personnel during inspections and trials. Conduct deficiency and trial card screenings; create and update trial cards as required. Provide technical input and data for audits, assessments, and milestone reviews.
- Provide On-Site Operational Support: Maintain and support deployable IT infrastructure for dockside and at-sea trial events. Support real-time deficiency entry and updates during trials and test events. Respond to INSURV and program office data requests and participate in meetings, working groups, and program reviews as needed.
Required Qualifications:
- CompTIA Security+ certification.
- A minimum of four (4) years of relevant experience in one or more of the following:
- Ship construction, shipyard, or new construction test & trials.
- Navy or Coast Guard Sea trials, acceptance trials, builder’s trials, or INSURV support.
- Deficiency, discrepancy, or trial card/punch list management in a maritime or DoD environment.
- Proficiency with: Government TSM system and ETC tool, or similar government ship trials/deficiency tracking systems.
- Knowledge of ship construction deficiency records management processes and terminology.
- Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) for data analysis and reporting.
Preferred Qualifications:
- Bachelor’s degree in engineering, information technology, business, or a related field.
- Direct experience supporting: INSURV inspections, OPC or USCG cutter programs, or NAVSEA/SUPSHIP trials activities, Program-level reporting, metrics development, and dashboard creation, Experience managing or supporting deployable IT systems used during dockside and at-sea test events.
